From the public gifts, matched by a generous donation from W.E. Stone to the initial bequest of Earl Oglebay's country estate/model farm to the hundreds of thousands of public gifts over the past three-quarters of a century, philanthropy has always played an important part in building a self-sustaining parks system for the people of the Ohio Valley.

In the mid-forties, park officials realized that the desired expansion of facilities at Oglebay Park could never be realized until a more substantial means of acquiring funds could be found. After thoroughly investigating several ways to raise money, the Parks System Trust Fund was established in December 1945 to act as a repository for contributions and benefits from the public.

The Oglebay Foundation was chartered in 1996 as a non-profit corporation devoted to the welfare and future development of Oglebay Park and Wheeling Park and their affiliated organizations. Governed by a Board of Trustees, the Foundation exists solely for the purpose of securing and administering private funds in support of the recreational and educational activities of Oglebay and Wheeling Parks.
